The Enclave at Chisolm Trail Voluntary Annexation
NOTICE OF PUBLIC HEARING
In accordance with Texas Local Government Code, Chapter 43, the City of Weatherford, Texas (“City”), proposes to institute voluntary annexation proceedings on a tract of land owned by Stanislav Properties LP, being an approximate 15.949-acre tract of land generally located south of 1420 King Street (Tract 1), an approximate 0.156-acre portion of land owned by Michael and Norma Crutcher being generally located at 605 East 6th Street (Tract 2), and an approximate 0.359-acre portion of variable road width right-of-way of East 6th Street and King Street (Tract 3).

The City of Weatherford City Council will hold a Public Hearing at 6:00 pm on Tuesday, December 16, 2025 in the Council Chamber located at Weatherford City Hall, 303 Palo Pinto St, Weatherford, Texas 76086, on the amendment of the boundary and the project costs of Reinvestment Zone Number One, City of Weatherford and its benefits to the City of Weatherford to provide a reasonable opportunity for any owner of property within the zone to protest the proposed amendment of the zone. NOTICE OF INTENTION TO ISSUE
CERTIFICATES OF OBLIGATION
TAKE NOTICE that the City Council of the City of Weatherford, Texas, shall convene at 6:00 p.m. on October 14, 2025, at the City Hall, 303 Palo Pinto, in the City of Weatherford, Texas, and, during such meeting, the City Council will consider the passage of one or more ordinances authorizing the issuance of certificates of obligation in one or more series, in an amount not to exceed THIRTY MILLION DOLLARS ($30,000,000) for the purpose of paying contractual obligations to be incurred for: (i) constructing, maintaining and improving streets, including drainage, landscaping, curbs, gutters, sidewalks, signage, traffic signalization and utilities relocation incidental thereto and the acquisition of land and rights-of-way therefor, (ii) constructing, improving and equipping public safety facilities, to-wit: Fire Station #5, including the acquisition of land, easements and rights-of-way therefor, (iii) constructing, renovating, improving and equipping an administrative office building housing governmental functions of the City, including the City’s Public Works Department and the storage of related equipment and vehicles, (iv) acquiring, constructing, improving and equipping park and recreation facilities generally accessible to the public and a part of the City’s park system, including easements and rights-of-way therefor and (v) professional services rendered in connection therewith. In accordance with Texas Local Government Code Section 271.049, (i) the current principal amount of all of the City’s outstanding public securities secured by and payable from ad valorem taxes is $130,080,000; (ii) the current combined principal and interest required to pay all of the City’s outstanding public securities secured by and payable from ad valorem taxes on time and in full is $186,051,976; (iii) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $48,117,418; (iv) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the certificates to be authorized is March 1, 2046. The certificates are to be issued, and this notice is given, pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.

In accordance with Texas Local Government Code, Chapter 43, the City of Weatherford, Texas, proposes to institute voluntary annexation proceedings at the request of the landowner on an approximate 17.819-acre tract of land located generally east of BB Fielder Road and Causbie Road (Tract 1), and the following two portions of road right-of-way abutting Tract 1: an approximate 1.601-acre portion of variable width road right-of-way of BB Fielder Road (Tract 2); and an approximate 0.920-acre portion of variable width road right-of-way of Causbie Road (Tract 3).
